The Mind Molester
Its kinda disturbing that someone would release a product titled the 'Mind Molester' but it sounds like a pretty accurate description. You attach the device to a 9v battery and then hide it somewhere near your victim. It produces a 2000Hz chirp every 4 minutes, apparently a very difficult frequency and time to use to actually locate the device.
Your victim(s) will become obsessed, awaiting the next chirp to try to determine its location, completely disrupting their normal activities.

Dick smith used to have a $5-$10 kit to make one of these. It generated sound, and also had a light/sound sensor, so it would only turn on once the lights were out and the room was silent. They called it a electronic cricket.
